On the above date and time Galloway Police responded to the area of Moss Mill and Pitney Road in reference to the report of a suspicious subject in the area. As Officer Jorgensen approached Hibbs in his marked patrol vehicle, Hibbs did not realize it was a police vehicle and raised his thumb in an attempt to hitchhike and obtain a ride.

Officer Schroer arrived on scene to assist Officer Jorgensen and it was discovered that Hibbs had an outstanding warrant for his arrest. During the investigation the officers located a GPS Unit in Hibb's possession that they were able to trace back to a residence on Raleigh Street. Police were able to contact the victim and discover that the GPS unit had been stolen from their vehicle.

Hibbs was charged with burglary to a motor vehicle, theft, possession of stolen property, and hitchhiking. He was lodged in The Atlantic County Justice Facility on an outstanding warrant.
